Fire rebuild electrical, done right the second time.

A home rebuilt after a wildfire is a new house on a lot with a history. County Line Electric wires those houses for the owners and builders rebuilding in Pacific Palisades, Altadena, Malibu and the Mountain Fire area of Ventura County: new service, new panels, a complete electrical system to current code, and the backup power and hardening the next fire season will demand.

Where we are

The rebuild is a new construction job with extra steps.

Electrically, a fire rebuild is ground-up new construction: the old system is gone, the utility service has to be re-established, and the new house is built to the code in force today, not the one the original house was wired under. County Line Electric treats it that way, with the same plan review, rough-in discipline and inspection record it brings to any custom home. The extra steps are the ones that come with a disaster: temporary power on a cleared lot, utility reconnection on a street where the poles or the underground may also be new, and permitting through the expedited rebuild programs each jurisdiction has set up.

County Line is a Ventura County contractor that has worked in Malibu and the Palisades for years, and Jeff Tucker made the decision early in 2025 to put the crew on rebuild work. The company does not advertise itself as a disaster specialist. It is an electrical contractor that knows these neighborhoods and knows how to wire a house.

The sequence

What the electrical looks like on a rebuild.

  1. 01

    Temporary power

A temp pole or pedestal on the cleared lot so the foundation and framing crews can work. Utility application filed early; reconnection lead times are the long pole.

  2. 02

    New service

Service entrance and panels sized for the house being built, not the one that burned: generator, EV, induction, heat pumps, and the critical loads panel if there is a battery.

  3. 03

    Rough-in to current code

Arc-fault and ground-fault protection throughout, the low-voltage backbone, lighting control wiring, shade and automation pathways.

  4. 04

    Hardening

Standby generator with an automatic transfer switch, outdoor equipment located and protected with the next fire in mind, surge protection at the service.

  5. 05

    Finish and final

Fixtures, devices, programming, the final inspection and a labeled panel the owner can read.

Backup power on a rebuild

Put the generator in the plan, not on the wish list.

Every neighborhood on this page lives with Public Safety Power Shutoffs when the wind comes up. A home rebuilt without standby power will spend fire season in the dark, with the well pump, the gate and the refrigerator off. On a rebuild the generator is inexpensive to plan for: the pad, the gas stub and the transfer switch go in with the new service instead of being retrofitted around a finished house.

County Line installs Generac standby generators and sizes them against the actual load calculation for the new house. Where there is no gas main, as in parts of Malibu and Topanga, the unit runs on propane and the tank is part of the site plan.

Plain speaking

What County Line will not tell you.

A lot of marketing has grown up around the fires. This is what the company does not claim.

  • It does not give insurance or legal advice. Your adjuster and your attorney handle that; County Line gives you an itemized electrical proposal they can read.
  • It is not an authorized utility contractor, a government partner or an approved anything. It is a licensed electrical contractor pulling permits like any other.
  • It does not promise a schedule the utility has not confirmed. Reconnection dates come from LADWP or SCE, and County Line relays them, not invents them.
  • It does not quote a price without seeing the plans and the lot.

Official rebuild resources, which County Line links to rather than imitates: City of Los Angeles rebuilding, LADWP restoration and rebuilding, City of Malibu rebuilding.

Questions from rebuilding homeowners

Does County Line Electric do fire rebuild electrical work in Pacific Palisades and Altadena?

Yes. County Line Electric wires homes being rebuilt after the January 2025 Palisades and Eaton fires, in Pacific Palisades under City of Los Angeles permitting with LADWP service, and in Altadena under Los Angeles County permitting with Southern California Edison service. It also works on rebuilds in Malibu and in the Mountain Fire area near Camarillo.

Can my builder hire County Line as the electrical sub on my rebuild?

Yes, and that is the usual arrangement. The general contractor or builder sends County Line the plans, County Line prices the electrical scope and works inside the builder's schedule. Homeowners acting as their own contractor can also hire County Line directly.

What electrical code applies to a rebuilt house?

The code in force when the permit is issued, which for the 2025 rebuilds is the current California Electrical Code as adopted by the city or county. In practice that means arc-fault and ground-fault protection throughout, energy code requirements for lighting, and provisions for EV charging and electrification that the original house never had.

Should a rebuilt house have a standby generator?

In the Palisades, Altadena, Malibu and the Ventura County fire areas, almost always yes. These neighborhoods are subject to Public Safety Power Shutoffs during high wind, and a generator planned into the new service is far less expensive than one retrofitted later.

How soon can County Line start on a rebuild?

That depends on where the project is in permitting and on the crew's schedule. Send the lot address, the builder if there is one, and the phase, and Jeff will give you a straight answer on timing.

Temporary power

The first thing on the lot, and the first thing to file for.

Nothing happens on a cleared lot without power for the foundation and framing crews, and in the Palisades and Altadena the utility application for temporary service is the long lead item. County Line files it as soon as the lot address and the plans exist, sets the temporary pole or pedestal to the utility's standard, gets it inspected, and keeps the build moving on temporary power while the permanent service works its way through LADWP or SCE. When the permanent service is energized, the temporary comes out and the credit for it is on the final invoice.

Working with the adjuster

What County Line gives you for the insurance file.

County Line does not give insurance advice. What it gives is paperwork an adjuster can use: an itemized electrical proposal that separates the like-for-like replacement of what the house had from the code upgrades the new permit requires and from the improvements the owner chose. Those three categories are treated differently by most policies, and a proposal that lumps them together costs the owner money on both ends. The company has prepared that split for rebuilds in the Palisades, Altadena, Malibu and the Mountain Fire area and will prepare it again for yours.

Keep the permit record, the inspection cards and the final. They are the proof the work was done to code, and they travel with the house.
