What this is

The electrical trade on a custom home, done by people who have done it for thirty years.

A custom home is a different job from a service call. The electrical contractor is on the site for months, works inside another company's schedule, and is judged on whether the inspections pass the first time and whether drywall ever has to wait. County Line Electric was built for that job. Jeff Tucker has been wiring custom homes in the Conejo Valley, Malibu, the Westside and Santa Barbara County since the 1990s, for general contractors who put the company on the next set of plans without being asked.

The work covers everything with a wire in it: temporary power, the service entrance and panels, rough-in, the low-voltage backbone, lighting control, the standby generator, EV charging, finish and trim, and the final with the inspector. On a house with a lighting designer, an integrator or an architect who cares about where every fixture lands, County Line sits in those meetings and makes the drawings buildable.

How a job runs

From the plans to the final.

  1. 01

    Plan review and pricing

We read the full set, not just the E sheets. Conflicts between the lighting plan, the framing and the mechanical get flagged in the bid, not in a change order.

  2. 02

    Service and temporary power

Utility coordination with SCE or LADWP, the temp pole, the service entrance, panel locations that make sense for the house and the generator.

  3. 03

    Rough-in

Boxes, home runs, the low-voltage backbone and the conduit for everything the owner will want later. Walked with the super before drywall.

  4. 04

    Systems

Lutron dimming panels, the generator transfer switch, EV circuits, the automation head end. Installed by the same crew that roughed the house.

  5. 05

    Finish and trim

Fixtures, keypads, devices, shades. Scenes programmed with the designer and the owner in the room.

  6. 06

    Inspection and handoff

Final with the inspector, as-builts, and a walkthrough so the owner knows what every keypad does.

Scope

What County Line carries on a custom home.

  • Temporary power and utility coordination (SCE, LADWP, PG&E where applicable)
  • Service entrance, main and sub panels, load calculations sized for generators, EV and electrified kitchens
  • Complete rough-in: branch circuits, home runs, boxes, recessed and linear fixture framing coordination
  • Low-voltage backbone: structured wiring, network, audio and video paths, security and camera pathways
  • Lutron HomeWorks lighting control and Ketra tunable lighting, including the dimming panel room
  • Motorized shade power and control wiring
  • Generac standby generator: pad, transfer switch, panel integration, gas coordination
  • EV charger circuits, pool and spa equipment, landscape lighting feeds
  • Finish: fixtures, keypads, devices, programming, commissioning and the owner walkthrough

Fire sprinkler, HVAC and plumbing are other trades. We coordinate with them daily; we do not pretend to be them.

Where the houses are

Malibu, the Palisades, Altadena, the Conejo Valley, Santa Barbara.

The firm's new construction work runs from Montecito and Santa Barbara down the coast through Ventura, Malibu and Pacific Palisades, inland across Westlake Village, Thousand Oaks, Calabasas and Hidden Hills, and over to Studio City, Beverly Hills, Bel Air and Brentwood. Since the January 2025 fires, a growing share of it is on rebuild lots in the Palisades and Altadena, where a ground-up house goes in on the footprint of one that burned.

Each of those places has its own permitting authority and its own utility, and the differences matter at rough-in. Pacific Palisades is City of Los Angeles and LADWP. Malibu is its own city with the Coastal Zone on top. Altadena is unincorporated county. The Conejo Valley splits across two counties. County Line has pulled permits in all of them.

What builders ask

Does County Line Electric work as an electrical subcontractor for general contractors?

Yes. Most of County Line Electric's new construction work is as the electrical subcontractor to a general contractor or builder on a custom home. The company bids from the full plan set, carries the electrical scope from temporary power through the final inspection, and coordinates with the lighting designer, integrator and other trades.

What size of custom home does County Line take on?

County Line Electric has wired custom homes from a few thousand square feet to large estates with guest houses, pool equipment, standby generators and whole-home lighting control. The right question is whether the schedule and the scope fit the crew. Send the project and Jeff will answer that directly.

Can County Line handle Lutron and automation on the same job as the electrical?

Yes, and that is the point of hiring one contractor for both. The dimming panels, keypad wiring, shade power and the automation backbone go in during rough-in by the same electricians, so there is no gap between what the lighting designer drew and what is in the wall.

How does County Line price a new construction job?

From the plans. A bid conversation starts with the site city, the project type, the phase and a short scope on this page or by phone. If it fits, County Line asks for the full set and returns a written proposal that lists what is included and what is excluded, so there are no surprises at rough-in.

Is County Line Electric licensed and insured for new construction?

County Line Electric, Inc. holds California contractor license number 949580 and carries the insurance a general contractor expects of an electrical sub. Certificates are provided with the proposal.

Inspections

Passing the first time is the schedule.

On a custom home the electrical inspections are the rough, sometimes a service inspection, and the final, and each one that fails costs the builder a week. County Line schedules its own inspections, walks the house before the inspector arrives, and has worked with the inspectors in the City of Los Angeles, Malibu, Thousand Oaks, Westlake Village, Calabasas, Hidden Hills, Beverly Hills and the three counties long enough to know what each one looks for. The company keeps the correction list short by doing the work to the code as written, not to the code as remembered.

As-builts and a labeled panel go to the builder at the end, because the next electrician to open that panel, in ten years, should not have to guess.

Change orders

Where they come from, and how County Line keeps them rare.

Most electrical change orders on a custom home come from three places: a lighting plan that does not match the framing, an owner who decides at trim that there should be a keypad by the bed after all, and a service that was sized for the house in the drawings rather than the house being built, with its generator, its two EV chargers and its induction range. County Line prices from the full set to catch the first, captures the owner's decisions in writing before finish to catch the second, and sizes the service from a real load calculation to catch the third.

When a change is genuinely the owner's, it is priced in writing before the work is done. A change order that arrives after the fact is a bill, not a change order.
