What is different here
Two cities, a lot of gates, and an architectural committee for everything outside.
Calabasas and Hidden Hills are separate cities, each with its own building department, both in Los Angeles County, both powered by Southern California Edison. Hidden Hills is entirely gated and almost entirely equestrian estates on large lots; Calabasas is a set of gated communities, The Oaks, Mountain View Estates, Calabasas Park and the rest, strung along the hills south of the 101. Both sit in a very high fire hazard severity zone. The Woolsey Fire of 2018 came through the hills here, and SCE shuts off power to the ridgelines and canyons in nearly every autumn wind event.
The practical difference for electrical work is the homeowners association. Anything that changes the outside of the house, a generator pad, an exterior panel, landscape lighting, cameras, goes through an architectural review before the city will look at it. County Line has been through those reviews and prepares the submittal, with the manufacturer drawings and the site plan, as part of the job.

A Hidden Hills or Calabasas estate typically has a gate and intercom, cameras around the property, a barn or guest house, pool and spa, outdoor kitchen, outdoor audio and video, a theater, Lutron lighting throughout and a network that has to reach all of it. County Line builds the electrical and low-voltage backbone for those systems on new construction, at rough-in, and installs the automation that ties them together. On existing homes it surveys the house before quoting anything.
